Long term tax payment plan with Impots?

If you are unable to pay your taxes is there a way to work out a long term payment plan with Impots or are there other associations that help with such a program? My friend is professional liberal and lost his work and was given an initial tax payment plan by Impots. He was unable to meet it as it was an enormous monthly amount (3,000 per month for an unemployed person is a lot). Is there a more reasonable solution available?
