Lack of work for a Micro Entreprise Artisan

I have been a Micro Entreprise and I am in my 4th year of trading, however like many people work has been thin on the ground from mid 2009 continuing into 2010. At what point, how long after no work has come in despite advertising, should I start the ball rolling to apply for some assistance and/or relief from cotistation payments? And where do I start, who do I go to? Also what happens to my Siret number, presumeably this remains active?

And what do I do if in the meantime a devis turns into a job albeit only a few euros and not constant work and not enough to support my family. If the work comes in fits and starts, do I refuse whilst on unemployment benefits - how will it work?
