Is it URSSAF or RSI who add my family to my carte vitale in France?

I previously wrote to you here and have since had no luck doing this getting my family added to my carte viatle. I have just spoken with CPAM and they say that it is RSI I need to write to. I wrote to URSSAF back in November but have received no response. I have since had a letter from CPAM asking for a new E106, which isn’t possible as we have been here longer than five years.

Can I please re-confirm that as an auto-entrepreneur profession libérale I am on the right track and should indeed be chasing URSSAF, and that the system has not changed?
