How to set up account online for impots?

I have been an auto-entrepreneur for some years now and I am registered under micro social/fiscal, so I pay my tax as I earn every three month on paper. I have just received a avis impots for CFE-IFER for the sum of 146 euros. I don’t have the facility to pay this online so and the options on the back of the form for payment are telereglement, prelevement ou à l’echéance.

As I don’t have an account for payment online, can this be paid by cheque or can it be paid by the bank?
I think it also says if none of the above methods are used to pay this, then a extra charge is applied of 0.2%. So does this mean I can add this to the amount due and send a cheque?
