How to open a restaurant in France?

I’m exploring the possibility of opening a restaurant in France. I will be visiting locations in April and beforehand I have the following queries.Is it possible to rent premises and then transfer licences to a restaurant? For example : rent a current shoe shop and open a restaurant instead. Please note that my project is not a normal restaurant which needs extraction etc. It’s a nuisance free restaurant with no fumes and smells (comparable to a sandwich bar). Only preperation is neccessary on site and no cooking.

If it is possible what is the approx time frame to get licences in order and what are the approx expenses? Which is the best way to operate in the restaurant business? I dont believe Auto-entrepreneur is ideal.
