How to inform tax authorities that I am a fiscal tax resident

I am planning on moving my fiscal residence next January to France.

Is there a standard letter that I am supposed to send to someone at impots to declare this? Up till now I have always paid as a non resident. Do I include the Fiscal number? or FIP number? And who do i send this to? I am setting up a EURL in January and also would like to set up also micro Bnc during the year.
Do I get a social security / health insurance coverage as soon as I make the EURL? Or as soon as I make the Micro BNC? Even if I have to advance the money between the time I have made the company and get the carte vitale?
