How many hours per month should they receive?

I have an employee whom is contracted to work 3 days a week. Tuesday to Thursday, 9.30 to12.30 and 2.00 to 18.00. How many hours per month should they receive? I thought it would be over twelve months 21 x 52 = 1092 divided by twelve months, which makes 91 hours per month. Or should the month vary according to how many work days fall into each month?
