How do I start a freelance journalist business in France?

I am a freelance journalist who moved to Toulouse last August from California. Currently, all my work is for U.S. organisations who pay me in dollars into a U.S. bank account.

For the four months I was working in France last year (September 2014 to December 2014), do I need to file or pay French income taxes?
Separately, going forward, we will be here for all of 2015 and 2016 full time. I saw other conversations here about the réel simplifié tax structure. That sounds like what I’m looking for because I’ll make too much to be an auto-entrepreneur. Where do I begin the process for applying for that status?
