How do I register a business in France as an auto-entrepreneur?

I wish to register in France as an auto-entrepreneur but am not registered as a resident yet. Do I need a carte vital and French residency first? If not where online do I register as I have searched various forums, blog posts and of which all discuss various aspects but none provide the direct online site where I can register.
