How do I open a shop business in France?

We have been living in France since March 2016 and own our house.

I would like to open a shop business in France selling fancy goods for the home and am finding it difficult to find any information on how to start the process?
Which tax regime will I have to start off on and are there any other taxes which will be payable.
I have done my research and decided on the area I want to be in. I think in the beginning I will be renting shop premises, will I have to have any permissions of the local mayor?
