How do I start a student exchange business in France?

I am thinking of starting a small business in France, working from home. The idea is to facilitate student exchanges between France and the UK, for students of the age between 13 and 16. The core idea is to match families requirements for placing their children for 1, 2 or 3 weeks in corresponding family’s house in the receiving country. The students / children will be hosted at the other family’s home. Can you please advise:

  1. Whether I need to register the business, and if so where and how?
  2. Whether I need a licence from the French or British authorities?
  3. Whether I need certain insurances?
  4. Are there any risks for me or the business?
  5. As I will not be interfacing with the children, but with their families, do I have to have certain legal structure for the business, such as SARL or EURL?
  6. Any other matter you can think of?
