Help for new business in a ZRR?

We are planning to set up a business in a ZRR and it appears that the only advantages are a reduced interest rate on a partial bank loan and a reduction in corporation tax. Neither unwelcome, but I wondered if grants, e.g. for equipment, might be available? I have now had 6 meetings with the Chambre de Metiers who don’t appear to be particularly clued up.
