Foreign company with office and staff in France?

We are a travel agency with UK licenses and a UK company but based in France, i.e. we have an apartment here with 3 of us working from it and one of us living in it. We have a travel agent working with us at the moment as an Auto-entrepreneur travel consultant - she is French. Do we have to declare her as an employee? If so can we avoid starting up a French company and just pay Urssaf for her social security charges, etc.? Please could you explain the process and the cost?
