Extra social charges for conjoint collaborateur carte vitale

I noted in a previous post that you stated that regarding a conjoint collaborateur If she became conjoint collaborateur, she would pay an extra 3000 euros of social charges per year (for her health cover and pension). This will be on top of your auto-entrepreneur social charges.
We are in this situation and named my other half as conjoint collaborateur when we registered as auto-entrepeneur and have been paying cotisations via the RSI portal declaring our turnover since September 2016 and each recently received our carte vitale. When does the extra 3000 euros of social charges per annum become due as we have not been requested to make any extra social charges in the calculations via the RSI portal.
