English born with US born husband and children. Carte vitale, Eligible?

I am confused as I have had many differing reports about whether my family is eligible to receive a carte vitale. I am UK born, my husband and son are US born and my daughter is adopted from Africa but has a US passport. I have heard reports of a 5 year wait period for Europeans before getting French social care. I have also heard that US citizens are eligible before Europeans. Is there any truth to this? I do also have a US passport if it comes to it.
