Employment in public sector and auto-entrepreneur business?

I have read information online about the law Déontologie from April 2016. As far as I understand it limits the options for public sector employees to be also auto-entrepreneur. I am employed on a fixed-term contract as agent contractual but I presume the same rules apply to me as well. Could you explain briefly what are the consequences of this law for my situation? Do I need to stop my activity?
