Do I need to complete the déclaration des revenus 2013 form?

I moved to Paris on 18 December 2013. I was told I need to fill out the Déclaration des Revenus 2013 form, but I wasn’t in France for 97% of the year and all my income was (and is) earned in the USA. I’m currently in Paris on an expired tourist visa but my dossier is at the Prefecture being reviewed for a carte de sejour visiteur and it could be another 1-3 weeks before I know about its status. I can see that I would need to fill out this form next year but I’m confused why I need to do it this year. I was also told I can fill this form out online, but I don’t see a website listed on the form so would you know the address?
