Confusion around the AE turnover limit and TVA threshold

I’m nearing the end of my first year as an AE (registered in January 2017) and I understand that the turnover limit is 32,900€ according to this website, but according to it’s 33,200€. Which is correct?

So, I can’t earn more than that, or else I am moved to another régime, as I understand from other questions on the forum.

My primary activity is web development and my only client is based in the UK. I understand that I am exempt from VAT, however, I must set myself for VAT (not sure how to do that) and declare it if I go above a certain turnover. Is that right? What’s the correct figure? How would VAT apply in my case? As you can tell, I’m not really sure about what VAT is and to whom it applies. I thought it only applied to people selling goods.
