Compulsory Chambre de Metiers Training for Aide De Domicile

We are presently trying to go through the stage from the Chambre De Metiers for my wife. We were lead to understand that the stage was designed to show you how to run an simple business but it is already becoming obvious that this course is designed for the creation of a cleaning business, with offices, bank loan, complete with employees and not for a simple sole trader.

Whilst we appreciate that we have a language barrier our Level 2 bookkeeping diplomas have made this very obvious to us.
My question is:

Why is it necessary to have a business diploma, which is what this appears to be, just to be a cleaner?
Do we have any redress if we feel we have been given the wrong information both by the Chambre De Metiers and others?
