Changes to auto-entrepreneur charges in 2014

I am registered auto-entrepreneur and make my quarterly declaration on the form chiffre d’affaires under section 645. I also pay my tax at 1.7%. I thought there was an increase to the charges this year, but I have received the declaration form for the first quarter and it is the same as last year, i.e. 24.6% RSI and 1.7% taux plus 0.30% for FPA. Am I correct in thinking that there is not change for those declaring as presentations de services commerciales ou artisanles?

Also, on the le portail letter which comes with the declaration, there is a section headed bénéficiaire de l’accre, what are the figures listed under this section?
