Carte de sejour et projet statut entreprise?

I am a Canadian artist (painter) and I have applied to the Prefecture for a change in my Carte de Sejour status from visitor to Competences and Talents. I provided the Prefecture with a project plan together with a business plan, projections everything required for the Competences and Talents. My business plan details that I want to make art (paintings) exhibit and sell in galleries in France. Also that I want to have painting retreats in my house for foreign visitors as well as an artist-in-residence program.

We have a two-tiered system in the Var. We submit the applications at the sous-prefecture in Draguignan, who then sends it all to Toulon. So according to the sous-prefecture Toulon has approved the change of status but Draguignan requires pieces complimentaires: These are:

• Declaration sur l’honneur de non faillite dans pay d’origine
• Bordereau situation impot sur le revenu
• Attestation de solde crediteur d’un compte
• Projet statut entreprise

The first three are easy and I understand what to do, it is the last one, that I am not sure about. Any advice will be appreciated! Also if you can assist me with the business registration process here in France to all the agencies that would be very kind.
