Canadian living in Europe wishes to purchase a business in France

I am a Canadian citizen.  I have been living with my Canadian spouse in the Netherlands since 2011. We have a long term residence permit and my spouse is a highly skilled worker.
We are in the process of purchasing a property in Picardy, France.  The property is currently operating as both primary residence and a boutique hotel. I am planning on taking over the business and residing at that address while my spouse continues to work in the Netherlands. 
At the present time, my spouse is waiting for his Irish citizenship to be processed as we were advised that if he has European status, we will have no problem acquiring permission to run the business. 
In order for the purchase to go ahead, I need to prove that I can attain a business number.  However, I am unable to advance through the visa application process and arrange an appointment because my circumstance does not fit into any of the categories.  What are my next steps?
Please advise. 
I had contacted the consulate in Toronto but because I do not reside in Canada, they were unable to help me.
