Can someone from Jersey open a business in France?

I am an EU citizen but my wife is from Jersey channel islands which I believe are not members. How will we get on when we apply for auto-entrepreneur registration as I do know of problems concerning changing Jersey driving licenses. We live in Jersey at the moment but hope to move to France in near future. Any ideas would much appreciated.
