Can I setup a business in France to invoice just one client?

I would like to start a business in France to invoice a Dutch company for professional services. I work mainly from home and am based in France. Invoices would be approximately 100,000 euros per annum to a single client. I want to minimise my tax liability in France and ensure that my wife and children have adequate health care in France.

Would a entreprise unipersonnelle à responsabilité limitée (EURL) be suitable?
What documents would be required to start a business in France?
What would be the timescale to incorporate and have a business registration number created in France?
