Can I operate a business registered in France with stock in UK?

I am about to start a small distribution company in France and I need to change my auto-entrepreneur to a status such as EIRL where I can become TVA registered. Who do I inform to make this change? As well as the distribution I also operate a design consultancy which is my existing auto-entrepreneur activity, is it possible to combine 2 activities within the same business?

The goods I distribute land in the UK, I have the option to store them in the UK and ship them from here. Is this legal in France if it is operated by a third party logistics company?
