Can I benefit from pole emploi?

I have been living in France since December 2014 but for personal reasons only ready now to register as an auto-entrepreneur. Due to not having any revenue for 2015, am I allowed to ask for any benefit during the startup of my activity? Could also anyone advise me if it is wiser to register my activity from 2016 and not for example December 2015 to avoid a pointless end of the fiscal year tax declaration?
