Buying a property to turn into a cafe in France?

We are currently looking at buying a property in France to turn into a cafe, we are female investors. We have spoken to the local Mairie who had told us to find the property and then we can try to change the property from residential to commercial. However we are trying to figure what is the best business route for us to take, if we do get the go ahead on the property for a cafe.
We have just read the article in the French paper and are wondering would Pret a la Creation Enterprise be the correct scheme for us to use. The total cost of buying the property and setting it up would come to near 45,000, we have over 20% of the initial setting costs, (buying and doing up the premises). Please advise us what is the best route for us to take.
