Am I eligible to apply for ACCRE?

I am eligible for aide à la création ou à la reprise d’entreprise (ACCRE) due to the fact that I was unemployed for more than six months during the last 18 months. I am currently no longer registered with Pôle Emploi as I have a part time job on contrat à durée déterminée (CDD).

Am I able to apply for ACCRE to help me start a business in France without being registered with Pôle Emploi or must I re-register just to participate in this system?
If it is necessary for me to re-register is there a period of waiting necessary before I can apply or could it be done the same or next day?
